Most DVDs have a region code that restricts playback to a single region—North America, Europe, etc. For example, a French DVD (region 2) cannot be played on most US DVD players (region 1). Language leaners may wish to purchase a "region-free" DVD player, which can play DVDs from all 8 regions.
In some countries, virtually all DVD players available in stores are region-free. In other countries, it's necessary to purchase a special DVD player.
